About T Bhoobalan, IAS
T Bhoobalan, IAS, is Chief Executive Officer of the Centre for e-Governance and Managing Director of the Karnataka Urban Infrastructure Development and Finance Corporation (KUIDFC), Government of Karnataka. A 2015-batch officer of the Karnataka cadre, he took charge of the Centre for e-Governance in July 2025 after two years as Deputy Commissioner of Vijayapura district.
His earlier postings include Assistant Commissioner in Bidar and Kundapur, Commissioner of Tumakuru City Corporation, Managing Director and CEO of Tumakuru Smart City Limited, Commissioner of Municipal Administration and Chief Executive Officer of the Bagalkot Zilla Panchayat. In 2019 the Smart Cities Council India named him Best MD and CEO for project implementation in Tumakuru.
At the Centre for e-Governance he oversees state platforms such as the Kutumba integrated family database, Seva Sindhu and the state security operations centre. He holds a BE in Computer Science from Anna University, a master's in taxation and business laws from NALSAR University of Law and an MA in Public Management from Jawaharlal Nehru University.

The Centre for e-Governance is a society set up in 2006 by the Government of Karnataka to conceptualise, implement and monitor the state's e-governance initiatives; it hosts more than a thousand government applications and websites. KUIDFC, incorporated in 1993, is the state's nodal agency for preparing, financing and implementing urban infrastructure projects.
