David Menezes is Director – Partnerships and Lead for the AI Diffusion Program at People+ai, an initiative of the EkStep Foundation, working at the intersection of technology, public systems, and social impact. His work focuses on building partnerships and enabling the adoption of AI solutions that can operate at population scale, particularly across public-interest and development contexts.

Menezes has been closely involved in People+ai's efforts to move AI beyond individual pilots and towards AI diffusion, identifying solutions that work, creating pathways for their adoption and connecting technology builders with governments, institutions and communities. His areas of focus include AI for public good, partnerships, digital public infrastructure, AI diffusion and technology-led social impact.

He has also been involved in developing AI diffusion pathways across sectors. In 2026, he participated in the AI for Agriculture pathway, showcasing approaches to applying AI in real-world agricultural contexts as part of the broader 100 Pathways for AI Diffusion initiative.

His work with People+AI also extends to AI-ready data and responsible AI. He has contributed to initiatives examining how public data can be made more accessible, usable and suitable for AI applications, while ensuring that technology remains connected to real-world needs and institutional capacity.

Menezes brings a perspective that connects AI innovation with implementation, partnerships and scale, with a focus on how emerging technologies can move from experimentation to practical solutions that deliver measurable public and social value.
